For maintaining and 4-pot E36, I believe your salary should be 3k+ or above (regardless of loans you need to pay), that should be fine for yearly maintenance. However if you want to own a 4-pot E36 and live tension free, I believe 4k+ is suffice.
Try to get a manual if you are looking for lower fuel consumption. The auto gearbox is costly to repair, manual is a less headache and also cheaper. I can get 550-600km on my 318i, manual, it also depends how much light or heavy footed you are. Since I use my car for daily driving, and drive around 3000km monthly on an average, I spend RM400-500 on the fuel.
Keep in mind the latest E36's are also 10+ years old, so if the previous owner has kept good care of the car, most of the parts wont need replacing. Even after you replace, the parts do long last, sometimes the lifespan of 2nd hand bmw parts is more than brand new proton parts also, depending upon the condition of them.
However, when you buy an E36 you will normally spend 5k+ the first time on overhauling normal things like aircon, cooling system, brakes, any leaks, and also new tyres if needed. Check the suspension, shocks and gearbox of the car when you test drive it. Most of the cars the steering alignment is out, however depends upon previous owner, mine was fine. Another thing will be sometimes bushes, ball-joints or interior parts which might cause noise when driving on bumpy roads. Things like that are not major, and you can repair them later onwards.
So bare in mind these are the general things you need to take care off, apart from servicing the car. The engine oil for 318i costs around RM300. Other things in service will be: gearbox oil, power steering fluid, brake oil, fuel filter, oil filter etc.
