Yes and no depending on your Eco pro setting. You can set the interior climatic to also correspond to Eco pro mode which yield even better fuel consumption at the expense of less air conditioning. You may set the speed to be lesser than 140kmh. I set mine to 120kmh which is about the unofficial speed limit in most highways here. yes, i am disappointed with the FC, but most european cars "overclaim" their FC anyways. for the 328i, the claimed FC is 6.4 litres per 100km. I am getting 12liters per 100km.. around 88% more than what BMW claims.
but Malaysia petrol is cheap. and cars are expensive. which makes it slightly oxymoronic to drive a BMW and worry about FC.

i think there are no proper way of measuring FC because different people will have different driving styles and driving routes, conditions and etc.
However, measuring tank to tank, gives the best combined cycle estimates. The on-board measurements are an indicative figure only (depending on where you reset yours). If you reset your FC gauge just before you get stuck in traffic, you'll see 22L/100KM and other big numbers. If you reset your FC gauge just before a highway run, you will see 6L/100KM, but is that the realistic FC?
Pump full tank of petrol, reset your trip computer, drive.
at the next pump, calculate.
if you can get 6.7L/100km, well done. if not, you are not alone.
