RE: Penalty for installing aftermarket HID
FEEDBACK NUMBER: 412867

Thank you for your feedback dated 19 Sep 2006.

2 We would like to inform you that the Land Transport Authority
(LTA) requires all lamps fitted on vehicles to comply with the Road Traffic
(Motor Vehicles, Lighting) Rules. The types of lamps must bear approved
markings to show that they comply with internationally recognised
standards, such as those adopted in European Union countries, Japan and
the United States. In addition, the lights must also conform to their
illuminated colour and intensity.

3 As far as we are aware, majorities of the authority world-wide do
not allow the retrofitting of the High-Intensity Discharge (HID) headlamp
system on vehicles which are not originally designed with the system.
Vehicles that are originally fitted with the HID headlamp system are
purpose built by vehicle manufacturer to ensure that they are safe.

4 Front fog lamps are auxiliary lamps, designed and manufactured to
project a less intense but more diffused light pattern. They should
only be used as a substantiate source of light beam to the headlamp during
adverse weather conditions or in occasions where visibility is very poor such
as during a heavy downpour or under hazy environments.

5 It is an offence for a person who abuses the use of fog lamps
and/or having any installation of vehicle lighting systems that do not comply
with requirements. Offenders are liable, upon conviction, to a fine of up to
$1,000 or a jail term of up to three months for first offence. Repeat
offenders are liable, upon conviction, to a fine of up to $2,000 or a
jail term of up to six months.

6 In the event if you come across any unroadworthy or illegally
modified vehicles on the roads, you can fill up the attached informant
feedback form and return it, via fax or mail, to the Vehicle
Engineering Division of LTA at 10 Sin Ming Drive, Singapore 575701.

7 We hope the above clarifies. Once again, we thank you for your
feedback.

Yours sincerely,

Rite ... just goes to prove how ignorant some people can be. And it's always easy to ban or banish something when you do not have a clear understanding of a subject matter and its benefits. En Salim should do his homework and probably take tech-refresher course before trying goat the motoring community in M'sia into the stone age. Xenon headlights are the way forward in automotive lighting as its benefits far outweighs its cons ... but then again, most of our civil servants can't think to save their own skins let alone tackle such complex subjects.

So, I guess the JPJ enforcement dept. must be running out of things to work on ... afterall, when was the last time so you saw excessive overloading on trucks, busses and trucks that's being driven by speed merchants with death wishes, various commercial vehicles spewing thick black smoke right in your face and etc in this country, eh ? And what about those K-cars and others who fit HID's without proper projectors and reflectors in place ? Should the general mass pay for the fact that JPJ is just now able to do their job rite and need to resort to blanket bans like this ?

Wud someone please get these morons off their high chairs and into reality ? God, it's bad enough we are already the laughing stock of the region (if not the world) for our many less intelligently endowed politicians ... now we've got to deal with idiots like him too ?

like the 2 clowns who made stupid remarks in the parliament, our high ranking govt officers also like to follow the same...they are not only ignorant, but at the same time like to get some attention...good for promotions later ma...

This is really getting too much... After all even on normal headlights if it's not aligned properly, the same dazzlling effect to other road users will occur and so this is not only a HID issue.

Anyway are they going to pull over an e66, S-class, Bentley or the various euro manufacturers that have since fitted HIDs to most of their models... I doubt the e66 or S class comes with normal halogen bulbs right...

The JPJ if they have nothing better to do should also check that the headlight level is at the optimum height.. As usual, monkey mentality...

Agree with Vanquish. Banning Xenon headlights fitted by manufacturers is utterly stupid and stone age! I hope the press misquoted him, and he meant JPJ will submit Xenon guidelines for consideration, similar to what Singapore LTA has done.

Common, learn from more developed neighbouring countries to avoid looking like an idiot.

its no point bitching. if they enforce it, then u have to take the risk. if u get stopped at a block, u better get some moolah ready.

and worst part is, that even the cops will get into the picture. if some cops are on 'cari makan' mode, they also will stop u and say illegal. if u dispute, they will say lets go to balai and cerita. end of day, hassle for u. how i know? my previous ride was a magnet for this. :D

end of day, just run them over and the country will be a better place :D niamah!

u go check n see if got anything here.

jpj.gov.my

they might update it to details on aftermarket HID.

but white bulb all will kena beb. depends-la...if the night is slow for them and they're pockets are still dry

Car in sin-land have to go through a standardised car inspection at an authorised test center to get a cert before they can renew their road tax. One of the test includes a check of their headlights, aim as well as intensity.

Malas-sia laws like this are always not thought through and all the loop-holes just give the coppers more reasons to stop motorists. Now will the cops be given devices to measure the light intensity or aim or are they gonna open up your bonnet to have a look-see.

Actually, when pressure mounts on the JPJ guy for making this "brilliant" statement; he is most likely going to give the standard answer, "the media misquoted him" or the reporter was interviewing his rear-end.

At the end, when pressure mounts on him, the JPJ guy is going to give the standard answer, "he was misquoted by the media" or the reported was interviewing his rear-end.

I think the Malaysia Gov is going backward. Is totally brainless........ No wonder our Proton is selling like shit...........

So which mean Malaysia is telling the rest of the world they are brainless and safety precaution is ZERO. Come on I agree with some of you is those people who modify the HID should be penalised.

Imagine JPJ is getting extra income all the merz, bmw, toyota should change their bulb.

I know why they make this statement because event Perdana do not have Xenon Lights. As you know most of the office drove Perdana they might feel jealous.....:D :D

then only can set up operasi for illegal torchlites.

STAR Mon 25 June
PETALING JAYA: Carmakers say that Xenon lights installed on their vehicles meet international requirements and pose no danger to other road users.

DaimlerChrysler Malaysia Sdn Bhd vice-president of sales and marketing Florian Mueller said Xenon lights on Mercedes-Benz models were developed to give better lighting cover.

Mueller said Mercedes-Benz’s Xenon lights were also equipped with headlight washers as dirty headlights could disperse the strong Xenon light beams and dazzle other road users.

Last week, JPJ director of Enforcement Salim Parlan said the department was considering regulations to prohibit the use of Xenon lights on vehicles altogether.

He also said he had received complaints from the public on modified Xenon headlights that “blind” other road users and added that JPJ would take immediate action against modifications beyond the set standard under the Road Transport Act (1987).

BMW Malaysia Sdn Bhd corporate affairs manager T. Vijayaratnam believes that the issue involved Xenon modification kits that did not meet safety standards.

He said the Xenon lights installed on BMW models had been extensively tested and met international safety requirements and regulations.

The Malaysian Automotive Association wants to meet the JPJ to discuss the matter.

Its president Datuk Aishah Ahmad said the association had not been informed by JPJ on the proposal to ban Xenon headlights
