ePetrol solution for fuel subsidy

USING the MyKad at the petrol kiosk could become a reality soon if ePetrol Holdings Sdn Bhd's fuel subsidy management solution is used to revamp the country's fuel subsidy scheme.

ePetrol Holdings, established in 2003, is led by a team of industry experts and leaders from the oil and gas, payment, banking and smart-card industries.

Executive vice-president Jeff Perera said the ePetrol system – with debit, credit or prepaid payment services – would enable the MyKad to be used to pay for fuel purchases at petrol stations nationwide.

“There is no necessity to carry another card to enjoy any fuel subsidy as all Malaysians carry a MyKad with identification and payment capabilities,” he told StarBiz at the World Congress on Information Technology 2008 (WCIT) in Kuala Lumpur recently.

Perera said the ePetrol fuel subsidy management module was an integrated and centralised purchasing and payment system between consumers, oil companies, banks and the Government.

“The platform has the capability and flexibility to accept any set of rules to effectively monitor, manage and control fuel subsidies down to the individual consumer level,” he said.

The benefits of the system include:

·Automatically identifying consumers entitled to fuel subsidies;

·Managing the amount of subsidies to be allocated to each consumer;

·Controlling the frequency of the subsidy to be provided – weekly, monthly and so forth; and

·Managing how the subsidy is provided (in a lump sum or as a percentage of the purchase).

The ePetrol system, which was showcased by the Multimedia Development Corp and National Registration Department at the WCIT, garnered much attention from the public.

Even Prime Minister Datuk Seri Abdullah Ahmad Badawi was said to be suitably impressed when shown a short demonstration of the system by ePetrol Holdings' owners, RHB Group founder Tan Sri Rashid Hussain and Dialog Group Bhd chairman and group managing director Ngau Boon Keat, when he visited the booth.

Perera said the system would enable the Government to lift price controls and let market forces determine the pump price of fuel and still be able to selectively provide fuel subsidy benefits only to deserving consumers.

As the scheme benefited only MyKad-holders, subsidies for non-Malaysians and cross-border fuel smuggling would also be reduced, he added.

“This can result in potential savings of billions of ringgit per annum, which can be channelled toward generating greater economic growth and development,” he said.

In fact, Domestic Trade and Consumer Affairs Minister Shahrir Samad was quoted in a recent report that subsidised fuel in the future could be available only to Malaysians carrying their microchip-based national identity cards.

Moreover, Perera said, multinational oil companies had endorsed the system as technologically compatible with their retail station information technology systems; thus no additional substantial capital investment would be necessary.

“The ePetrol system is now available and ready to go. It can be deployed countrywide to consumers as they already carry a MyKad.

“We will undertake all technology, infrastructure and development investments. Therefore, no Government funding is needed,” he said.

The subsidy management scheme could also be extended to other controlled items such as natural gas, liquefied petroleum gas, cooking oil, rice, flour and sugar.

An industry expert pointed out that the restructuring of the fuel subsidy system must be done to improve the social economic welfare of the rakyat.

“That should be its main aim; otherwise it defeats the purpose. The ePetrol system looks like a practical and efficient system, but whether it will work to expectations is left to be seen.

“If the ePetrol system is chosen, the onus is on the Government to come up with a great set of criteria that ensures the right group of people get the right amount of subsidies as well as plug leakages and wastage,” he said.

He added that the ePetrol system would also help boost the usage of the MyKad, deemed a half-a-billion ringgit white elephant as it has not lived up to its potential in terms of multi-purpose usage.

Besides the MyKad solution, the Government is said to be considering a proposal to replace the existing octane ratings of petrol – research octane number (RON) 92 and 97 – with RON 95 and 99.

The Government would then allocate most of the subsidy into the RON 95 used by the lower to medium-income groups while those with high-performance and luxury cars can opt for the more expensive and less-subsidised RON99 fuel.

Another proposal is the fleet card approach which involves issuing authorised cards for vehicle owners from lower income groups.

Eligible citizens who hold the fleet card can fill their vehicles with subsidised fuel. Higher-income citizens would pay rates that more closely reflect market prices.

Time to take the pain in order to fix it right once & for all. Problem is some of the citizens are ready, a lot of them still want to enjoy the poison fruit in front of them. When in 1997/8, Country like Korea, Singpoare, Thailand & Indonesia take the pain. Only the strong survice, it applies in animal world, same on human being.

Our electronic & manufacturing is dying since 1997, year by year I find it shrinking, go to Penang & take a short drvie to thier industrial park, a lot of them moved out.(dat's 2-3yrs back) I have been in Industry sales all the time, I see it shrink every year. We are here coz of our two oils & hot money from middle east...

Time for Malaysia to take the pain/strong drug & transform. I know it's not easy & not everyone will like it, but before it's too late. Though the pain could be much less if we have a more effective & open ppl to run the show years back. The impact could be much smaller then now.

After all, the reason we are paying high road taxes is that the money raised is supposed to subsidize our fuel. So end subsidies... end road tax. Oh and while we're at it, how about abolishing that crappy and overbearingly high import/excise duties on our cars? I am fed up with having to pay exorbitantly high prices to own and use a car in this country, when people in other countries pay far less (in absolute, and in relative-to-income terms).

Alternatively, a road tax that is tied to the amount of pollution your car emits (like the UK system). Now that type of road tax, I don't mind paying as it encourages us to reduce the pollution our cars emit.


I am not surprise that with new petrol price, they will further raise the road tax in the future with lots of excuses. Simple, just run short of money, so how? 40% of Malaysia's income was from Petroleum, the rest are contributed by others & company & personal tax! I am not surprise they will come to us, coz raising the country income or so can be done in a year or two. it take decades. So, guys, buckle up!

One household allowed 1 account only, with multiple supplementary. Account will be charged Rm100/year of service charge, regardless number of cards issued. 1st 100liters will be subsidised. Subsequent liters purchased will be tier rated.

Wast so much of energy for such thing for what? If anyone work in production will know, when you have too many control point, chances of screwing up shoots up! The more simple the better! Can't they just understand it.

Take away the subsidy, build a real public transport system! But they can't, coz this is a heavy dosage & painful. They have to consider the next election, so this is the countermeasure... My opinion.

If they can create phantom voters with a valid mycard, they can also create and sell mycards to the singaporeans and make money sumore. Very smart move. Here makan, over there also makan. There's a lot of business opportunity in Malaysia. Since I hardly drive my car, I an also sell my 'entitlement' to the Singaporeans and make money also. This is not a good system.

Anything go against the natural flow will be difficult & challenging!
 
Ask the Singaporeans to pay. Let's say once they enter the border with their cars , they must pay RM20 per vehicle. Before they re-enter Singapore then it's RM20 X number of days they stay in Malaysia. OK what? They buy water from us also damn cheap. Make them pay this time.
 
I wonder what's the ratio of Malaysian:Singaporean with s'porean cars (not motorcycle)... Won't be surprise if it's 1:1... There are a lot of Malaysians working in S'pore with a S'pore car...

Ah...that question must be directed to the state government. Maybe it's because we have traffic lights every kilometer or so.

If it's any consolation, there's a toll bridge near Kuching.

For parking, I only "touch and go" the attendant if she's cute. Otherwise its coupon and cash here.

First silent action sudah start...they silently increase the Shell V-Power price from 2.25 to 2.38 liau...was told by the station since Tuesday...

on Monday i refill at RM2.25 and today i went it was RM2.38...knn straight away cabut...hahaha

13cents increase...if 70litre thats additional expenses of rm9.1 liau...damn
 
Damn!! Senyap2 dah buat hal..senyap2 go n increase the price.

Will diesel fuel be affected by all this nonsense? 320d looking particularly sweet rite now.Went for a second test drive yesterday at Ingress,with the wife taking the wheel..sweet sweet drive!

Jangan mengarutla. I drove that 320d already. Frugal? -yes. But it seemed like it's suffering from severe aerodynamics problem. The car felt very floaty after 180km/hr. Scary to drive man.

I don't know which 320d u drove but the one I drove was supremely stable.Its an Msport for god's sake..it was so torquey and quiet that I was hurtling up the sweeping right-hander into the Penchala Link like a banshee..I didn't notice the speed till someone in the car remarked that we were doing just over 200kph as the road straightened.

Ride was fantastic on the 17s,which I think is a perfect combination to the Msport suspension.It does seem to run out of puff as u approach the upperbands but that is expected in a TD.U don't hv to extend a TD that far as that humongous amount of torque is available just above tickover.Simply effortless.

Mav,u know how I drive..I think u need to recalibrate ur senses la bro..hahaha!

On a more serious note,it is a tad expensive and way over my self enforced budget.But life is short..u know the rest.

Yep, 320d is super smooth and controllable at 200kph but must ensure the tyre pressure is set as recommended by BMW or else will have floaty feeling.

As of now, diesel is 10sen cheaper per liter compared to RON95.
