Don't worry about the RON. Your vehicles are equipped with oxygen sensors to monitor the fuel grade and it will alter the fuelling and ignition timing to suit.

Of course the higher the RON, the better but there's a point of deminishing returns as your engine design will not be able to take advantage of the energy potential in the fuel.

Why are we are to absorb the higher cost of fuel is due to Petronas internal contracting strategy between the Upstream subsidary and the refineries. This is a goverment thingy and is quite complex. Don't know why.

Same thing about road toll. The contract gaurantee's the concession holders to always make a big profit.

Yes you can, but there will be zero performance gain, if your car is tuned to perform at its optimum level with 98 RON Fuel.

However, you can still use RON 92 and RON 95. What happens is when there is pinging or knocking, the knock sensors will detect that and send a signal to the ECU which will then in return, retard the ignition timing, which leads to lower performance.
