For me, a blanket ban would be a little too extreme. It would be more prudent for the relevant authorities to implement the necessary enforcement, and in the case u mentioned, summon the lorry owners!
I still think many of the heavy vehicles plying the NSE are not road worthy, ie; failed to maintain a constant speed, say of 50km/hr.

How many times have we heard the gomen say they will ban this, ban that or enforce this or enforce that. All bullshit if you ask me it is all because there is NO ENFORCEMENT. No enforcement means, they are either not around to do their jobs e.g. just take a look at the street parking! or not doing their jobs properly i.e. instead of giving the bugger a fine, they negotiate. This heavy vehicles ban has a loophole. Before too long it will be abck to square one because every heavy vehicle also has a permit to justify their need to be on the road during peak hours. Just another golden opportunity for some people who like to negotiate to make money. Watch and see.
At the end of the day, as Daytona says, which I agree, it goes back to the point of enforcement.
Me thinks its easier on enforcing upon a heavy vehicle which is NOT supposed to be there, than on a heavy vehicle which has a right to be there but is violating some other offence. As a member of the public we can see how many heavy vehicles on the road when they are not supposed to be there, whereas we cant see/know if these vehicles if allowed on the road are being summoned for traffic violations... most times, our men in blue are more bothered with other matters than stop to summon a violating vehicle, that too with dishonourable intentions...at least thats my perception of them...unfortunately.
There's always gonna be development going on in the city centre, and the traffic situation as it is, it almost...no, it is definitely much better to use the LRT, but like all systems in this Country, it sucks as well, although its a lesser evil.
Most countries use the toll to discourage vehicles getting into the city, but here, I laugh with incredulity that we have tolls for cars leaving the city. There is no common sense in that, nor any sense except to make more money... we are being robbed by legalised Highwaymen, who used to be hung at Tyburn prison for such crimes.... can I wish for that to be imposed here????
