No summons for fourth passenger in backseatKUALA LUMPUR: The Road Safety Department has clarified that the fourth passenger in the backseat of a car will not be issued a summons for not wearing a rear seatbelt.Hoping that this would end the public debate on the matter once and for all, department director-general Datuk Suret Singh said the Government never had the intention to summon the fourth passenger.The wearing of rear seatbelts becomes mandatory on Jan 1.Suret Singh said although the law allowed for the authorities to take action if a vehicle was overloaded with passengers, it had not been enforced.“It was not enforced in the past and will not be enforced now or in the future. This policy will remain,” he said, adding that the department was aware of the social implications.Suret Singh said he was also aware of comments being made that not taking action against the fourth passenger was “silly”.“It is not silly because research has shown that the likelihood of a car having more than three passengers is only between 5% and 9%.”He added that all vehicles registered before Jan 1, 1995 were exempt from the rear seatbelt ruling.On another matter, Suret said that the Shell oil company would be participating in its road safety advocacy programme beginning next week targeted at motorcyclists. Are we allowed to have fourth passenger in the backseat of our 5-seater car? If the backseat is meant for only 3 passengers, what is the 4th one doing there? There would not be any seat belt to cater for the fourth passenger, this clearly tells that the backseat is designed for 3 passengers.Research shown that the likelihood of a car having more than 3 passengers is only between 5% and 9%? Wow, isn't that a relatively high figure when it comes to safety?The Gomen is aware of the social implications? What about the safety implications of the people then? It seems like some people wanna implement something but they just could not find the right method and logics. Just my 2 cents

Yes, agreeable. Produce affordable national MPV. I think the word "affordable" is good enough to cover its meaning. What's the point of understanding social implications at the discount of safety? Hmmm... just like, a motorcycle is allowed to carry 3-4 passengers becoz social implications were understood? Gee...

ALL passengers must wear seatbelts on Jan 1st BUT if you have a fourth passenger WITHOUT seatbelts.... its ok.....?????!!!!!! How about if there's FIVE passengers? Is that illegal?

If social implications were the main reasons for allowing the FOURTH passenger then shouldn't the gomen abolish the AP's and make all cars, including MPV's cheaper for the rakyat? While they are at it why don't they abolish road tax and also toll's as well.

U have a valid point here, the Gomen always announce contradictory statements I think it is ok to have 5 passenges in the backseat so now a 5-seater can cater for 7 passengers becoz our country has a lot of social matters to consider. Hip hip hooray
