Relay for Headlight Bulbs

Need to know whether the relay for the headlights really makes the lights brighter?Does it really work?I'm currently using DIAMOND PHILLIPS bulbs.. but its not as bright as i thought it would be.. Can the extra relay help to make it brighter?Cheers
