Doesn't matter. I believe our JPJ do not have the proper equipment to measure this. In fact, I don't even believe they know the exact law to apply! So what you will get are some clueless officers who will just say "semua HID haram. Saman!"
 
HID/Xenon lights.

Here is my 2 cents worth.
Last year when there was a lot of ho ha about the HID/Xenon lights, from what I understand is that JPJ will charge you on modification rather than the light itself. This mean that its a no no if it is retro fitted. But like the rest who plans to sue BMW if they get summons, they will not as it is original equipment.
Those of you who mention what test equipment do they have to measure, are right too as I dont think JPJ have this. So then again they can only charge you for modifiying your lights.
I have wrote a few articles in CBT and Malay Mail on this matter and surprising from what I heard is that the JPJ rule for light colors is white, blue and red. Since red and blue is for rescue or enforcement vehicles that leaves us white. If you notice that majority of the pre HID/Xenon lights (halogen type) are actually yellow in color. And the only white lights are found on HID/Xenon.
Yes I think the early national cars will kena first on the modified lights except for the new Waja which comes with it.
In my personal opinion I believe that the HID/Xenon lights are very good in dark areas provided it is properly tune/adjusted. I feel that many of the people who gave the HID/Xenon a bad name is because they adjusted their lights too high and it glared onto the oncoming vehicles. These cars that adjust their lights high is due to the cost factor of the lights and some clever China company came out without the high light to lower the cost. Thus these guys adjust their lights height to compensate if they ever need the high lights. Typically the type of bulbs are H4 with low and high light combine together.
Then the 'color' of the HID is also of concern. What is normally passed by the authorities is 4500k - 6000k. Anything after 6000k the light color changes from white to whitish/blueish/greenish color. This again contravene the law.
Wow gotta stop as becoming heavy reading and already more than 2 cents.

Unfortunately, the reflector lense does matter. It blinds oncoming cars and is dangerous, especially for those drivers who can't take the glare due to eyesight problems.

But yes, JPJ has no way to 'measure' and they end up making it illegal. Also agree with Big Al on the white lights, as 4500k - 6000k should be within regulation and is used on OEM fitting.

I agree they matter to other road users, but what I meant is even if you fixed it up right, JPJ guys would have no way of knowing. And I am sure they also have no way of testing 4500K or 6000K or 8000K. All they will see are white lights and check if they are add-ons (i.e. not OEM). All the facts and figures in the world won't help in that dark corner by the roadside when you're rushing to get somewhere and the JPJ officer is bugging you. Only 1 thing will help you get off quickly....and we all know what that is....

I think JPJ can 'check' your K is by visual inspection as the higher the K the lights colors changes. It becomes whitish/blueish/greenish. Its a combination of some.
And even if you installed it properly they can open up your engine compartment and can see the HID transformer that will be paste next to the lights.
So far like the other guys said I dont think they will kacau BMW as some of the models does come with HID and they might not risk it. If all fails then we use the......you know what.

JPJ will not be bothered to check during road block la coz there'll be arguments with the drivers, delay, jam and inaccurate.

They see something wrong with the car and not sure, they will just issue a letter to you, GO FOR INSPECTION. Then you get ready la to demod and standardize your car.

E46 with reflector lense are not HID compliant. Those with factory HID has projector lense and the word 'xenon' on it... Some are even bi-xenon.. Meaning there's an flap between the reflector and the projector lense, which would be activated to allow more light thru when you 'flash' ....

Thanks. I remember asked AutoBavaria many years ago whether it is possible to fitted HID, similar to the 330. They said can be done, cost, if i can remember more than 10K. So my question is if it is fitted by autobavaria, can it be considered factory-fitted?

Visual yes, but legally speaking, if there is a specific law, say not more than 4500K, then they have to state the exact K in order to saman you. It's like anybody can see that you're going more than 80km/h, but in order to saman you, the exact speed has to be stated.

But anyway, it doesn't matter because all they will do is see if you have modified your lights. If you have, instant saman. Which comes back to my original point that it's a shame because not all modified HIDs are distracting.

I don't think mine are, but the first time I am stopped I would probably get saman.... then would consider have to take out the HIDs... sigh...waste of RM1000 :(
