headlight adjustment

hai, guys this is my first post. can;t find this thread before. jus got my e46 318 1.9cc 2001. can't figure out to adjust the headlight. are we suppose to turn the 'wheel' on the headlight clock wise or anti in order to increase the height level. mine seem to show no changes. probably kaput already. pls advise. thank you

You should be able to see some numbers. 0 to 2. 0 being highest level, 2 being lowest
