Which is a better mod to implemenmt first, due to limited budget?BMW Performance air intake about rm 3k++ or CF Boot spoiler RM 2k+ please advice.energy

most so call "performance" air intakes are not much different in terms of performance compare to stock factory one.
So, choose wisely.

Unless you travel at 120km/h or faster most of the time, I wouldn't call Boot Spoiler a "performance" mods.

Intake for performance, spoiler for looks. Take your pick.

As Turbology said, a spoiler isn't a performance mod. All it does is 'spoil' the airflow over the trailing edge of the car and so cleans up the turbulence behind the car. At worst, it does nothing. At best, it reduces drag and improves your FC by a very marginal amount. If it's downforce you want, you'd have to install an inverted airfoil wing ala boy racer, and I hope I never see a wing on an E90 boot!

No it doesn't have to. Adding both will obviously have a better combined impact on performance but you can just install one and not the other.

What's to stop someone from peeling off RM2k from your boot and walking away with it?
