The problem with initial target of 2012 is it was decided without consulting the refineries operators. Politicians will just come up with a number to satisfy the crowd when the issue was a hot debate. Revamping an oil refinery to produce Euro 4 compliant is not a simple tweaking here and there of the process plant alone. Currently oil and gas projects are peaking up all over the world with limited raw material supply, shortage of skill manpower and economically not an attractive venture to go into as business owners of these refineries. Having sour crude from middle east only makes it even trickier and more expensive so 2014 can be quite a tall order to achieve.
