Just means one of the bulps in your meter is blown and hence not working. Inside the E34 meter there are 3 main bulps that provide illumination to the entire cluster. So if your meters are only partially lit up means one or more of the bulps are blown. Open it up have it replaced and it should be back to normal. Cheap fix don't worry.

Your erratic speedo readings could be due to the faulty capacitors and as mention by Iqlima its just a RM2 fix if indeed its the capacitors that are the culprits. I think if you can find a spare cluster u can pull out each individual meter and test it in the spare cluster to see if its really the meter that is faulty or the cluster circuitboard (ie capacitors) that is faulty. Else just get a whole new 2nd hand cluster lor. Just cost more $$ only.
