Look at it this way, anything that does not come with the car as OEM equipment (all specified in user manual), is considered modification and all modification that is not spelled out in the JPJ Modification Guidelines ARE considered illegal.
As at todate, not approval given to any workshop to for halogen to HID conversion. They are ALL illegal, regardless of what color temperature used.

Its not about tint causing accident la. Same guideline as not helmet allow in bank. There's no falling object in bank, so they ban helmet in banks loo..
Few days back, an R3 looked Satria park in front on my car with less than 20% light penetration tint. Never seen the car before (not neighbour's car), engine remain on for more than 10 minutes as can hear the louder than normal exhaust node. What would u do when u have kids playing at your porch? As a parent, I am paranoid!! and almost wanted to call 999.

As for the road tax base on engine capacity, I think its common sense too to promote energy conservation. Big CC = unnecessarily high fuel consumption = high car maintenance bill = SIN, thus the move is to discourage such car on the road or you pay through your nose. Its a welcome tax evasion method anyway because big CC car are mostly business owned, in a way gomen is funding over 20% anyway in the form of lost of tax revenue. So they expect the business community to road tax, not suffering of "rakyat" per se.
No problem ma, get a 25 years old car and apply for "classic" status or 30 years old car and apply "vintage" status which entitles the owner to 80% and 90% discount on road tax, respectively..
