Experiencing lazy rev counter

Not sure if this is serious or minor.I've had my rev counter acting strange lately. When I start the car at first, the needle doesn't even move from 0. After the engine warms up, and I start revving, the needle jumps up to 1.5k RPM, and stays there. Then when driving, I rev harder and the needle jumps again to 2.5k! It's performing like 'step ups' instead of a normal needle. After 15min of driving, the needle becomes more 'versatile' and starts performing more normally, reacting exactly to how the accelerator is pressed.The engine is normal, no issues there but is this an issue which can be solved easily? Thanks!
 
maybe the rev counter terminal is not having good contact with the electronic control board.i think what you should do is, take out the meter panel... pry open it. and then clean the metal pin terminal for the rev counter with sand paper (just to get it clean, don't over do it). and wipe it clean...
