E34 VERY Slow low-end RPM acceleration

i have a manual e34 520i M50B20. my car has absolutely NO power at all at low end rpm's although i stepped on the pedal flat out. But after a certain rpm, the car has much more power. what could be causing this?

by the way, the causes is a clogged fuel filter, cheapest to check first.. then check the MAF, regulator, etc...
