UK vs Japanese Specs

I wonder if anyone could shed some light - what's the difference between a UK and Japanese specs car, say for an X5? For many years I thought the difference lies only on the "hp" of the engine (lower for Japs car), but a dealer told me recently even the top speed of the Japs car is limited to only 170 kmh, regardless of car type. Appreciate some feedback/thoughts on this. Thanks.
 
make no sense dude. my E60 is a japan spec n i can speed up to 230km/h whenever drive up to kl. never fail to reach more then 170. but most of the time, i only speed at 110/120 kmh. too fast also scary.
 
My Japan sec e39 525i can touch 210 to 220..200 at ease!!
