Fan running high after traffic jam?

Hi guys, I have an e46 320Ci. Just want to check if its normal for the fan to run abit high after a traffic jam. Nvr noticed this b4, so its a bit disturbing. At low rpm, I can hear the fan like an airplane taking off when revving. Also abit loss of power.....seems to only happen if i get stuck in a traffic jam, the good thing is the water temperature nvr changed.
