2005 Unreg 318 with <40k mileage - plausible or tweaked?

Hi alljust had a look at a 2005 318 unreg from Japan, mileage under 40k, which seems a bit low to me. dealer said that because in Japan tend to not drive too far if city driving, is that plausible or potentially tweaked? am going to get it checked out but would be good if anyone had any opinions or experience. thanks!

It's possible coz I'd bought my Japan spec E60 525i year 2005 that comes with 11000km on its odometer btw I bought it at 2008!
If you are not convinced, ask the car to be sent to BMW specialist to be checked.... they can tweak with the car's odometer but not the key. The BMW key holds info on the distance traveled...
