130,000 KM is a bit low for top overhaul unless the car have experience some overheating problem.

No overheating.. but the mechanic said.. need to change the gasket.. as the compression bit low..and will put a new valve seal as well..

When we do the top overhaul.. is it will affect the car performance?

Worn out piston ring is one of the cause of low compression. Low compression happen when there is a leak when the piston is moving up. the leak can be due to worn out piston rings, improper sitting of the valves seat, worn out valve/seats, worn out or incorrect setting of the hydraulic lifter/tappet or blown gasket.

Yes, performance will be "restored" if the worn out part are replaced but it will not be 100%.
