IMO, depends what you're looking for and what exactly would you consider an upgrade. CKD BMWs really don't have any options to officially add any optional tech kits.
I myself swapped a 2008 audi a4 for a 2014 328i msport. No real regrets so far. It's definitely a better drive and pretty much has everything i had in the A4 with the exception of the additional adaptive msport suspension, GPS and finally a HDD for music playback. Got the wife a mazda CX-5 in 2012, that has abit more Kit than my BMW but oh well, it doesn't do 0-100 in 6 secs.
In relation to you though, if you're purely looking into tech and not driving dynamics, the F30 3series isn't one you really should consider. But having said that, I looked at the Audi Q3(they got the S-Line promo now), Merc A250/CLA, Volvo V40 cross country before the 328. I find the A250 and CLA to be quite disappointing in terms of Kit - Small basic screen and no sat nav. A250 is uncomfortable without any adaptive suspension for everyday driving, the CLA is similar but also underpowered. Quite funny how cars in this price range don't come with everything you expect them to. Maybe you should take a look at the Q3 but it has no sat nav or just wait for the new C-class but it'll probably have a long long waiting list already.

Actually, to get a proper BMW, you have to get the M Sport. This version is the one that got all praise for being the best handling car in the segment.
F30 standard suspension is pretty poor compared to the E90 standard. I came from an E90 M Sport to F30 M Sport.
What i can tell you is the the F30 version is more compliant (more comfortable), but it feels less dynamic.
