E46 318i Steering Problem

Hi Bros, I drive an E46 2000 with M43 Engine. I currently experience when the car is stand still, the wheel do not turn when i turn the steering.... but i turn more it start to turn. The steering do not feel heavy.... What could it be? Steering rack? Steering pump or Steering coupling??? Regards,Jackie
