e36-L/100km meter problem

hi..i am newbie here .just bought my e36 318i 96.my udm problem is the L/100km meter always show the maksimum although feul pedal doesn't press when engines is running.the meter only back to normal when engines stopped.any comment from all u guy? the picture of L/100km meter are shown below.thank's.
