E30 320i M20 running too cold

Posting this query for a friend. Model E30 320i manual with an m20 engine (1984). He has been facing this problem for some time now but did not worry to much as its only his weekend car. I used the car the other day and noticed that the engine temperature goes from the middle to the blue(cold) when i drove it on the highway and then nearly overheated once I got stuck in a jam for 20 minutes. The funny thing is that he has replaced all the parts which i think might be the issue...like New timing belt,Waterpump, Radiator , radiator hoses, spark plugs and the problem still persists.Any E30 sifu can help on this? BTW the clutch fan was said to be working as its still tight and the thermostat has been removed a long time ago. I also noticed that the pickup is not as it should be.... sometimes very powerful and sometimes feels like the engine is chocking .Thanks
 
engine temp goes from middle to blue at hiway crz becoz the thermostat is removed.
engine overheat at jams probably due to the fan clutch.fan shud be engaged and draw in air which you can feel and hear (it roars).

Is there a good reason to remove the thermostat ?
My 2 cents is without the thermostat the engine temp will be below normal and if it is a fuel injection engine it will signal the ECU to inject more fuel and causing bad fuel consumption.
