Changing rims to 17"/18"

Hello to all the Specialist... I plan to upgrade the rim to 17 or 18 from 16....but some friends said it will reduce the car power and consume more fuel due to the rims weight. Is that true.? What more possible cause to the car ? To avoid the salesman ask me to change this and that...need to ask the sifus which part of the car that i really have to change if i want to convert to wider rims? BTW, my car is E46 2000. Thanks a bunch
 
as long as u keep your tyre upgrade between 3% rule u should be safe, there is alot of tyre calculator online for this purpose.

Thanks for the feedback....its a relief to hear that it gona be no damage to the car...now thinking wat kind of brand shud i go for....:confused:
