530d hissing and whinning sound

recently my 530d produce hissing and whinning sound at low rpm around 1800rpm - 2800rpm. could it be the turbo kickin sound? i feel it was like leaking somewhere. any diesel bro have this sound too. i even change a new turbo but the sound still there. all bros please advice.
