There's basically no new rules as I know of as this point of time. It's simple negotiation. IMHO, No school will know the actual student count for the next 2 years, let alone, for the next 6 yrs, thus accepting your son will not be an issue. There will definately be changes of allocated 1st year students. All you require is to cancel your sons name at the approved school once you have a confirmation from your preferred school.
