No summons for fourth passenger in backseat

Are we allowed to have fourth passenger in the backseat of our 5-seater car? If the backseat is meant for only 3 passengers, what is the 4th one doing there? There would not be any seat belt to cater for the fourth passenger, this clearly tells that the backseat is designed for 3 passengers.Research shown that the likelihood of a car having more than 3 passengers is only between 5% and 9%? Wow, isn't that a relatively high figure when it comes to safety?The Gomen is aware of the social implications? What about the safety implications of the people then? It seems like some people wanna implement something but they just could not find the right method and logics. Just my 2 cents</p></blockquote><p></p>
