Need Help on the photo shown!

Hi all the sifu and guru for E46, Kindly advise on the photo shown, I found that the left side of the screw, nut and pin all in position but the right side all out of position, any advise on this issue and any effect on the tyre and suspension system?
 
The right sight guide pin has been knocked out to perform some chamber adjustment for that side of the car. That's why the bolts have shifted as seen by the paint marks.

This is ok as there is a BMW procedure for this. The permissable amount of chamber adjustment is +/- 0.5 degrees by this procedure.
 
I won't buy this car for such an awfully obvious off mark bolt position.. That's a lot more than +/- 0.5 degree... 5 degree would be more like it..

Any workshop recommend to adjustment the chamber back to position?

i think u r right coz that is what the tyre shop tell me
