How many airbags ?

My car has airbag sensors on the driver's as well as passenger's seatbelt mount unit, but only ONE airbag unit in the driver's steering wheels. Is it normal for this ?I saw another car with both passenger and driver airbags, how come? Same model somemore....Can help a bit or not ...?

2nd a/b an option for 97. More latter models comes with standard 2.
