We are the only country on earth that implement road tax based on engine capacity. It should be based on emission and/or the weight of the car. There's no need for the mat rempit to pay the road tax but they are main hazards on our roads. Like you said this could be their attemp to divert the rakyat's attention from the underlying issue, so that the new Pengarah will be seen as "doing something". When the new pengarah takes over, he also wants to been as "doing something" which is going to be a different issue from the HID altogether.
