e36 dashboard koyak -- need suggestions

Guys,See the picture attached below. My dashboard, on top of the meter cluster at the aircon vent has bubbled up. I went to see one guy this one time and he said that there's nothing he can do about it. Other than replacing the entire dash, you guys reckon there's any other remedy?Thanks.

You can try Wecolor, last time in Enos 1Utama, now no more, the shop is located in USJ.

Check at Wecolor or ar central car cushion and they should be able to fix these
