This helps the engine run better when it is cold. It's located near the engine coolant thermostat.Another thing which fails quite often is the air slide valve which is in effect the choke for this engine. It increases the the engines idling speed when it is cold so that the engine is more stable. Might be worth checking. It may not apply for engines using the Motronic system though.
