Pu is a whole piece of foam including the skin ... its called integral skin. This grade of pu is also used in chairs. The two pu liquid chemical components (namely TDI & polyol) are mixed together and poured into the mold. The skin is formed from the heat generated from the mixing of the two products.The integrity of the whole piece of plastic would be affected when you remove the foam ... maybe wrapping a leather skin ontop of the dashboard may mask the cracks and protect it in some way like putting a cover ontop.
