After all even on normal headlights if it's not aligned properly, the same dazzlling effect to other road users will occur and so this is not only a HID issue. Anyway are they going to pull over an e66, S-class, Bentley or the various euro manufacturers that have since fitted HIDs to most of their models... I doubt the e66 or S class comes with normal halogen bulbs right...The JPJ if they have nothing better to do should also check that the headlight level is at the optimum height..
